Although the islands of Nephalia are a province of the Dominion, they are effectively divided and governed by a collection of competitive and powerful Merchant Houses who call the region home, and who capitalize on its position to run a robust network of marine trade routes up and down the west coast of Nordvia, from Saneth to Stencia.
Just as legitimate business thrives, so too does the underground. Stitchers and necromancers alike can find out-of-the-way places in which to practice their art with little interference, and traffic in nefarious items via Nephalia’s illicit Corpse Market. All “unnatural” doings must remain highly secretive, as their trade is feared within the general populace and strictly forbidden by the Owlish Council and most churches. Many of the Merchant Houses see money to be made, however, so their arcane trinkets and dark services are tolerated as long as they remain only rumour and the merchants can keep their noses clean.
